Default Tab disabled state is not bound correctly when using binding

This issue shows up on Ext 6.5.2 modern.

    https://fiddle.sencha.com/#view/editor&fiddle/2abu

    In the above fiddle:
    - 'Baz' is disabled, because the disabled value is specified directly.
    - 'Bar' is not disabled, because the disabled value is specified via binding.
