PullRefresh plugin not working with short lists

The PullRefresh plugin, added to a list (modern toolkit) does not work if all of the list's items fit within the display, for example 2-3 items, when swiping down nothing happens.
When the list has more items that can fit on the screen then it works.
That should not be the case since the plugin is for refreshing, and should not depend on how many items the list has.
I suspect some scrolling related issue with list/plugin

In addition to this being an issue with only a few records, this is also an issue with 0 records. As varsos mentioned, this appears to be scroller related.

What is the status of this bug? Is there a bug tracker, where I can "follow" this to get informed when it is fixed? Or is there any workaround?
