    Default [B3] Accordion collapse/expand in floating (collapsed) panel

    I noticed that if you have an accordion layout in a west/east panel if you collapse that panel and then click on the collapsed header to float the panel out and you click on the accordion expand/collapse tool it appears to do nothing, but if you then expand the west/east border panel the accordion panels did actually change.

    A good example to review is the portal example.

    Tested on file system with IE9, FF 10, and Chrome 17

    *I suspect this is some gun jumping, but I'll mention all the same - it's even buggier in Chrome 18 Beta.

    Indeed that is a bug in that the floated form of the panel is not allowing layouts to run inside it.
