Extjs 4.0 offer until 31. December 2010

Can you please be more clear on the offer Buy now ExtJS 3.3 and get 4.0 for free!

2 Questions:

1. What are the costs when we would buy a ExtJS 3.3.1 License AFTER 31. Dec and are there any costs then when ExtJS 4.0 will released and we want to upgrade?
2. Is the price higher when we would wait until ExtJS 4.0 gets released and then buy a license?
