Default How to detect if Scrollbar is visible in content panel

I have a main window with BorderLayout and a tree panel in WEST and I would like to show node text over the main window if the node text is longer than west panel width.

To detect if the node text is longer than west panel width I want to determine if horisontal scroll bar is visible in content panel or not.

So, how I can do it?
