So Sencha cmd doesn't "require" phonegap by default for access to device features. Although the apple build rules isn't a good thing. How come they do not want sencha cmd?

Does Sencha Touch require phonegap or cordova for access to device functionality? Do I need to install it for full feature support since in the documentation I see that some classes mention phonegap...
