I have problems with non standard ascii characters displaying in the form (

Did you check your response headers? You can use Firebug or Live HTTP Headers for firefox. Your request has:

Accept-Charset ISO-8859-1,utf-8;q=0.7,*;q=0.7

which says that it prefers ISO-8859-1. If you are not explicitly controlling the encoding on your server it is probably using the ISO encoding.

I figured it out. It was a problem with the database connection. So right after the connection I had to run the next 3 queries:

mysql_query("SET CHARACTER SET utf8;");
mysql_query("SET NAMES utf8;");
mysql_query("SET SESSION character_set_server=utf8;");
