relocate tern installation

Currently the eclipse plugin installs tern into the user directory/AppData/Local/Sencha/EclipsePlugin. Our corporate security has set group policy that won't allow use to run an executable out of AppData, so it fails when we do anything that triggers tern. Is there a way to customize the install location?

My word from the engineers is that unfortunately it always installs there. Suggested that maybe you could manually grant execute permission on tern?
