Hi,

I am going to build a 100% Open Source project using Ruby on Rails that should be released under the MIT licence.

Am I allowed to make use of ExtJS for the layout using the Open Source licence which is GPL v3?

I don't think those licenses are compatible. You would have to make your own code GPLv3 also.
